Do I need a wooden batten underneath fascia

The wooden board behind my gutters in the garage is rotten.

Do I need to replace this before I attach a UPVC board in front behind the gutters or can I do what next door have done( second photo ) stick a flat 16mm fascia board straight into the wall which attaches to a batten that is inside the garage?
