Do I need planning permission ?

Hi , help please my boundary line is red in the picture. And I want to build a wall around my property where the red line is roughly. Would I need planning permission for this can you advise please .

As long as it's no more than 1m high

That looks like adopted highway. Do you have a plan from the Council confirming the extent of the highway? Also, I'm not convinced that posting the same photo multiple times aids clarity.
