Do I need to put matting under gravel?

Hi all

My house fronts onto a busy road. Theres 2 steps down to the front garden with an old gravel path running the length of the front. I will never use the steps or the gravel path (becuase its on a busy road and theres a side entrance that will be the main entrance).

Id like to remove all the old gravel there (must have been done many years ago). A few questions:

1) Will I need coping on the steps to stop the gravel falling off or being washed off by rain?
2) Is it imperative to put down matting before I put down gravel? Whats the pros/cons? (maybe there are no cons).
3) I know that water pools on the pathway becuase the surface water from the road runs down. Is matting porous to let water evaorate?
4) Is it an easy job to put down matting?
