Do i need to RE Felt a roof thats basically ok otherwise

ust had surveyors report on house i am buying, the Sarky felt has basically collapsed but the roof tiles themselves are in good order.

surveyor reckons it needs to be refelted and use the existing tiles.

Do I need to do this if the roof is basically dry otherwise?

was thinking about spray foam also

or can i just insulate and tidey up the roof?

what about the sarking felt can i leave that as it is (i.e. knackered?) i dont particuarly want to fork out on a huge job if i dont have to
 
a roof can function perfectly well without underfelt of any description as they have done for 100s of years.

Leave it or pull it down carefully its up to you but no need to replace.
