Do I need to sand down skirting?

Hi
Do I need to sand down the already (old) glossed skirting before repainting them - again with gloss? Or can I just clean and paint?

If you dont sand then there will be an tendency for the your gloss to loose adhesion or blister usually from 2 years on etc...........
