Repainting skirting

So in addition to repainting the painted wallpaper, the wife has decreed that the skirting now looks a bit too yellow. It's gloss/oil based white paint.

I was just going to sand it enough to take the gloss off and then repaint with gloss white paint. But should I use a primer beforehand?
I have Zinsser Coverstain left over from a previous job.
 
I’ve just been reading about Zinnser all coat. Seems you can paint straight over gloss without priming or keying... in fact it looks like it’s a miracle paint. Not used it but going to get some black for my exterior woodwork. Look at screwfix q&a and reviews.
 
Just repainted my skirting and used a primer. I have painted skirting before and didn’t use a primer and then the top coat just didn’t seem to take as well.
