Does a 15mm water meter manifold restrict water flow?

Hi everyone. I've tried asking this question on the Internet but there seem to be a lot of conflicting information out there.

I am wanting to find out if I would see any improvement in water flow if I were to have my 15mm concentric water meter manifold upgraded along with the incoming water main.

Existing arrangement is 15mm copper. I think the guts have been removed from the original stop cock as closing it has no effect and there is an inline sov straight after the meter.

I want to have the 15mm copper upgraded to 25mm MDPE.
Would there be any advantage in replacing the meter manifold, with say a 22mm manifold or even one of the Plasson type manifolds which go from 25mm MDPE to 22mm copper?
