Does an detached Annexe application come under Householder or Full Planning

A detached garage is to be extended and converted into living accommodation. It is with the curtilage of the existing house. I am pretty sure it would need to be submitted under a Householder Application, but I wanted to check with you. The Council isn't returning calls.
