Does this suspended floor construction look ok?

This is a suspended floor for my side extension. I noticed that neither insulation was laid into the concrete nor a damp proof membrane.

When I questioned my builder he said that

1) Insulation was not needed in the concrete itself because rock wool would be inserted between the joists using chicken wire.

2) Damp proof membrane was not needed as the joists are sitting on independent internal walls.

Is this correct?

Building regs require either concrete, or polythene. Main thing is the oversite is higher than ground level.
Insulation is not needed in the oversite, as any heat in the crawl space is lost in the air flow.
