Does wallpaper stick/take to filler

Will it stick to say a multipurpose pollycell pollyfiller. Applied twice and Sanded twice.

Lining (1400) then decroteive wallpaper

if everything is done correctly yes filler will act exactly the same as plaster as far as paste is concerned

As above, apply your dilute paste to both the plaster and filler.

I would however recommend that if you are using starch based glue for the lining paper, use a PVA based one for the decorative paper.
