Has the Leccky been on the fiddle here do you think.?...is the neutral defenitely connected at the meter ? A switched meter Neutral fiddle springs to mind.

It may have been. I think this has been this way a long time, as the link is made from an off cut of the same aluminium cable as that installed throughout the radial circuit.
