Dormer front and back

So whats the deal about not being able to put a dormer in both the back and front of a property?

If property is not in a protected area, why the restriction? If you are going to do all that work at considerable expense, why can't they just allow us to get full use of the space. Are there likely to be changes in planning permission in the future, or is this rule set in stone?

A big box on the back of the house is bad enough

But to stick one at the front and the back would be hideous. Also there is already too many people crammed into this tiny island as it is we don't need any more encouragement
 
They are not permitted on the front, back or even sides of the house and I can't see that changing any time soon. However, they are permitted on the top of the house. HTH
