Dormer Sloping Down On One Side ???

Hi .. a friend is looking at buying a place but I noticed that out back the neighbours dormer is sloping down at a serious angle? Is this structural failure or something? Or is this normal?

Ask if a party wall notice was issued for the works.It looks like the left side of the dormer was raised too high as you are looking at it.Do the windows close properly?

looks like the first floor is also sloping - not an optical illusion from the photograph angle perspective ???

Infact all tilted, going by that image, including house next to the dormer

The window frames must be bigger on the left side

Use street view to check the front. See if it's replicated; or just the pic.
