Dot and Dab plasterboard

When attaching plasterboards to blocks using dot and dab, does building regs require the blocks to he rendered first? There is a cavity between block and outside brick with insulation. Just wondering if the internal blocks need to be rendered first? Seems like a waste of time to render then dot and dab. But someone I met was saying building regs told him to take it down in the past and render first
