From an efficiency point of view, hung on the long edge will give more airflow over the back panel, short edge where space is restricted say behind a door or narrow spaces. Old Victorian high thick skirting sometimes needs them on the long edge for clearance too.
Also if you want to paint/decorate behind them later without removal. On the long edge you can get a extended small roller down the back with space to spare, on the short edge you wont without painting the rad.
Not the best idea to have curtains at a window where a radiator lives. If some of the air will be deflected behind it, it will be cooled a bit by the glass and you'll lose the benefit. If you want curtains then ideally they want to sit just above and behind so as much of the heat heads into the room.
