I have six radiators in the house three upstairs are all working. the three downstairs are not. I have tried bleeding the radiators but no air come out the system. If the water pump has failed is there anyway to check that it is a pump failure or could it be another problem.

I have changed your post title to something meaningful.
"can anyone help?" gives no clue.

With the very sketchy information you've provided, I'll make some assumptions.

Assuming that you have an ordinary circulating pump, then hold a bowl under the end cap and unscrew it. Gently poke a screwdriver into the hole when you believe the pump is running, and a rattling noise will show that it is.

The pump body should be the same temperature as the water running through it - if it's very hot then it could be airlocked, or jammed, or the impeller could have worn or fallen off.
