My house is an old 1950's house however we have spent alot refurbishing it.
It's disappointing that I am currently sit in my lounge with both internal doors closed.

The heating on my NEST thermostat is showing as 21c.
However my legs feel cold and I can feel a slight draft.

I have new double glazed windows, new front and rear door, wall insulation and new loft insulation.

I am thinking of getting some kind of Thermal Report.

I have noticed my house is always colder upstairs than it is downstairs.

Is it more likely they house is loosing the heat before it gets to the first floor?

Do you have solid floors or a crawl space underneath it & have you had your central heating system balanced properly?
