Draughty window help

We have just moved our baby daughter into her own room and have found the windows to be incredibly cold and draughty.

Looking at them the top seems to sit about a centimetre out from the frame, but the bottom is a tighter fit. Obviously the cold air is coming in this gap.

Can the windows be adjusted with an allen key or something to bring it closer to the frame?

I’ve attached some pics to show the problem and bits that can hopefully be adjusted

No its a worn hinge possibly broken, there is no allen key adjustment on friction hinges so the only option is to replace the pair of hinges
 
Thanks, is that something like this?

I don’t want to start taking a window apart unless I know I have the right bit to replace!

 
Talking of windows, when its very hot, i usually take a car door with me to the beach....

That way, if it gets too hot, i can wind the window down!

Yes, open the window and measure the length of hinge you need, then you need to work out which stack height you'll need - 13 or 17mm, once you have those two bits of info and the hinges bought thats when the fun starts.......
