upvc window

i've got several upvc windows, the ones that can open from the side and also come open inwards from the top. got a problem with only one window, when its 'shut' its not completely sealed, (the seals are fine) its just not tight enough against the frame, and thus letting in alot of cold air/draughts, can this window be adjusted by the hinges? to make it tighter or does it need replacing?

any help appreciated as this room is supposed to be the babys nursery in 5 months time.

Sounds like the pins that move around when you pull handle to close, are not locating in the cups around the main frame. Maybe the opener has dropped, or perhaps been adjusted too far away from 'cup' so they are not engaging. There is A/key adjustment on the 'hinges', bottom one adjusts up, top one back&forth. Just a matter of getting pins to engage all round. The pins are also individually adjustable, as to tightness in cup, by a/key in pin, working on a cam system.
Doubt if you need a new window, just someone to adjust it correctly.
