Drayton Digistat SCR Wireless Receiver Wiring

Hi,

I have a Draton Digistat SCR Wireless receiver in an old house that we have recently moved into. I seems that regardless of the settings I program into the Digistat+RF the boiler (Which is a Rayburn 480ag - Oil Fired) does not respond. I've had a look at the wiring behind the receiver and it shows that only N, L & 1 are wired with a loop going between L & 1. Nothing in 2, 3 or 4. Is this right? or has the previous owner overridden the controller? Please see pic attached.

Any help would be gratefully received.

As @RandomGrinch says it has been deliberately over ridden and is possibly faulty , put the black wire into terminal 3 and if it doesnt work put it back into terminal 1 and you will have heating till you can get a new set up
