Dreaded Trench Heaters

I have seen a number of posts on this topic. We installed trench heaters in our extension some years ago and they have NEVER worked to provide enough heat. Other than taking them out, which I don't have the cash to do, is there anything else that I can do? Someone previously suggested taking off the thermostat which made a small improvement. Any suggestions other than - why did you do that in the first place - would be great.

Possibly the trench heaters aren't reaching temp due to balancing issues.
Temperature of heater flow/return?...ideally these should be around 75/65c...
 
You could get jiggy with some small fans (like those in a PC) and get them to help get the heat circulating... But as Steel said, you need high temps to get the most out of these.
