Dried cement on new slabs

Help layed new slabs down and the cement has dried on the slabs
Ive tried patio cleaner,cement cleaner
Wire brush and washing powder nothing seems to budge it

A wire brush, dry would take it off, but will leave scratches on your slabs.

But leave it for a year or two and it may weather away.

Next time, brush away any splashes or excess, DRY, before it sets. Cement needs water to harden, so if you brush it away and the smear quickly dries (e.g. in sunlight) it will be weak and a broom will remove it as dust.
 
Brick acid will take it off, but check if doesn’t bleach the slabs before you use it in anger.

A rotary wire brush would take it off, will mark slabs but they are cheap ones, so no matter.
