Does not need to be neat to fit lamp holder as it would need a washer either side, simple punch would do quickly.

A punch in a press would do it easily and give the best result, unfortunately they are heavy and not something a DIYr would have in the shed.
A Qmax cutter would do it but it takes a little longer than a punch.
