Drilling hole for soil pipe

Hi

I have a soil pipe to drill through an external wall and am planning on using a 90 degree pan connector horizontal to hook up the toilet.

How far does the hole need to be from the cistern wall. Is 3cm about right then 17.5cm from the floor.

Hope this is clear.
