I’m thinking about installing an outside tap, with the water supplied from beneath a bathroom sink. The inner walls are tiled with porcelain tiles. So I could buy a drill specifically for the tiles, and use a non hammer drill. However, once through the tile, can I then switch to a smaller SDS drill to go through the walls, or will the vibrations crack tiles?

You can buy a drill for tiles or just put a bit of sticky tape on the tile and drill through NOT on hammer until through the tile.
Start small and step up the drill size.

Yes, that'll be fine with the correct bits.
