We live in a cul de sac I have 2 options for a new driveway with a drop kerb my preferred option is just by if not on a road junction. Junction simply feeds another cul de sac so they are both minor roads.

Even so, am assuming this is a no go and that a drop kerb this close to a junction won't be allowed. I only ask to prevent me from going down this rabbit hole rather than concentrating on the other option.

Probably not on but the local authority highways team are the ultimate arbiters- check with them (up here you fill in a form, they have a look, if they're happy then you pay a bit for the utilities checks) assuming it's an adopted road.
