Driveway project going wrong - Have I been given a bad 'MOT Type 1'

Looks to me like it had a once-over waft of a lightweight compactor while it was bone dry.

I have a lightweight electric one. It's not useless but it needs lots of passes. By about the 3rd or 4th pass it's transformed.

You want it to be wet within but dry on top. The day after rain would be good.
