Drying out plaster

I had walls skimmed 15 days ago but it still doesn't completely dried out. It looks blotchy still.
Is it ok to start painting over?

Should be dry now.
Stick a summer fan on for a day and open window. Good drying weather at the moment and get air moving
 
As above, regardless of the weather outside, open windows. I was taught that years ago. I had done some plastering and complained to a friend that it was still wet later. He told me to open the windows even though it was snowing outside. He was correct.
