Dual fuel stove ventilation query

Hi

Last year, we had an 8kw stove installed, with a ventilation duct installed.

The problem we have, is that even without the fire being lit, there is a fair, and chilling draft coming through. Is this normal? The draft is enough that even with the 2 radiators in the room sending out as much heat as they can, the room still doesn't warm up.

What sort of duct? Can you cover it up when the stove isn't in use? Remembering of course to uncover it when the stove is in use.
