Dulex eggshell on cable not drying HELP!

Yesterday I painted my skirting boards with Dulux white eggshell paint and went over a small section of cable (co-axial I think if that explains anything, the sort they use for TV ariels etc). the paint on the wood has dried fine but the cable is still tacky and doesnt seem to be showing any inclination to dry completely. Anyone got any ideas on why and what I can do to fix it?

Clean it off with warm water...a lot of paints wont dry on pvc type cable, nothing will cure it and it will end up being encrusted with fluff.

Try a sample piece first using oil based undercoat then if it dries, go over it with the other stuff
 
My dad had his bathroom refurbished about 9 years ago. The painter used magnolia eggshell over blow vinyl and on the raised bits of the paper the paint is still tacky. If you press it, you can get paint marks on your fingers.
There's no fluff stuck to it though.
I'm sure he'd like to re-paint it so what can he do? I don't think it'll just wipe off, so can he just overpaint it with solvent undercoat then re-paint?
