Earth bond conservatory steel base ?

When the conservatory is fully built, is the steel accesable to touch? and what is it in contact with? brickwork?, the ground?
 
The base will not be accessible to touch once construction is complete. The steel base sits on concrete pads/pillars. Chipboard flooring will be screwed over the steel base to form the floor.

Do the screws in the chipboard floor go into the steel? or do does the steel support woodern joists that the chipbaord is screwed to?
 
the screws go into the steel to hold the chipboard down, but could in theory be covered with wood filler :)
 
I'm very much leaning towards the structeral steelwork being an E-C-P and needing bonding, I'm not sure I'm actually that happy about the filler stopping it being an E-C-P. Also gut feeling says to bond it, incase of cable damage etc.
