Earth wire connected to internal water pipes, why

Not sure if we can say that categorically.

If fully rewired in 1983, then there should not be an earth connection for the electrical installation via the water pipe. But I have seen odd things, like a rewire where the old 1950s board was reused!

A photo of where the electrical supply comes into the house and the meter/ fuse box or consumer unit would be handy.

I will get my camera out and see what I can do.

I agree, hopefully there is an Earth provided by the DNO at the incoming supply but that is not a given certainty .

Sorry but what does an earth look like and who/what is a DNO.

DNO = District Network Operator which is the organisation that installs and maintains the cables supplying power to buildings..

The power cable coming into the house will connect to a box that looks vaguely like this.

The two thick grey wires at the top take power to the meter and consumer unit ( aka fuse box ) The green/yellow cable is the Earth connection.
