Earthing for stopcock

Quick 60 second question:

Is there any reason why the earthing cable for a water stopcock cannot run under flooring (i.e. laminate and carpet)?

Can you embellish why not? Is it due to lack of protection?

Would running the cable around the exterior of the property be a better idea?

Subfloor being concrete, the cable run will be a nightmare!
 
Because it's under the flooring, not suitable place.
If you run around the house would need a form of mechanical protection,
under the floorboards would be okay if continuos and end termination are accessible.
