is it practice to always earth a metal faceplate to the metal backbox or do the metal screws do an acceptable job.?

if at least one of the screw lugs on the metal box is fixed (ie not adjustable) it is regarded that earth will be maintained,
however, it is far better practice to earth the box and provide a link to the faceplate (or earth the faceplate then the box)
otherwise, if for some reason the faceplate was unscrewed, it wouldn't be earthed.
