I notice that all my radiators have what appears to be earth cable attached to them (I assume that's to dissipate any charge built up by the water as it passes along the pipes). What is this earth cable connected to? Is it the same earthing line as the electrical circuits in the house?

The earthing is connected to earth....its there so if any of you pipes or radiator became live it would earth the charge as oposed to send it through you if you touched your raditor for example.

It will go back to your consumer unit somewhere.

It probebly best asked in the electrics forum though if you want a more technical answer.

Hi,
Sorry but both guesses are wrong. Have a look in the Wiki and earlier posts for information on bonding and extraneous metal parts. Lots of info about (and lots of arguements).
