Effloressence, probably caused by next doors house

In my hallway by the front door I have 2 patches of effloressence on the walls. The side that is worst is where our next door neighbours alcove porch is.

I suspect that this wall is geting wet and damp due to having no cover, but I was wondering what the best course of action is. Would it be best to sand.brush back the current effloressence and see if it comes back?

If i do that and it does return, is there anything I can do to remedy it, short of adding another front door to the neighbours :LOL:
