With people turned away from poling stations, who is to blame? The interesting point is: why, when Local Councils were run by the Town Clerk, who was also the returning officer, there were no problems, yet now the Councils are run by a highly paid CEO with a huge empire, its a cockup.

Well i would say
1) the people that left it late
2) the people that didn't vote in the past and therefore people assumed wouldn't this time
3) the clerks for not bothering to assume EVERYONE would vote until being proved otherwise.
 
I blame the illegal immigrants and benefit fraudsters!

The 'benefit class' historically don't tend to vote...it could be that they saw people talking about forcing them to pull their weight and ran off to the polls before it closed.
