Electric heating limiters

All,

I want a wall mounted electric heater which can be setup so the user of the heater can’t put the thermostat above say 21c .

I own some holiday let’s with standard heaters and the bill is crazy as some foreign visitors Wack the heating onto Mac and leave it on 24/7 .

I want to change them with thermostats but also limit the heat temp selected . Or have one where they need to press a “boost” button or similar every 1 hr or so to get heat .

Any ideas ?

easy enough
a highly visible thermostat they can alter with a second in the circuit remote set to a maximum 21
they can then choose cooler than 21 so it cuts out or over 21 where off course it wont go above
