Can I plug a electric hob straight into a nearby socket or does this have to be connected to the circuit for the cooker

Pound to a penny you can't plug it in - if you could it would be a pretty useless hob, if it only had 3kW to play with...

What do the installation instructions say? Is there no rating information on the hob near to the connection terminals?

Do not have the hob yet BAS, is it likely then that it will be more than 3kw.

What is the average good hob?

Without better data, allow a couple of KW per ring. - so 4 ring hob might be 8KW.
Now thats about 32 A, however, in practive the thermostatic controls will not normally have them all on at once for long enough to cause problems, and I have seen such a hob that had worked for a number of years of a 13A plug without incident, but it is customary to have at least a 30A supply for a cooker and oven, sometimes 40A depends on the oven.. THe supply comes from a dedicated fuse or circuit breaker, direct from the consumer unit.
