At least it was with Wylex, also by Electrium.
I thought so too, but there's nothing on the mcb recall website about batch numbers.
You haven't got two circuits - you have one, connected to two MCBs.
DIY or not, it was done by a numpty. And either that numpty or another one thought the right thing to do with earths when the switches are plastic is to cut them back so as to make it difficult to ever install metal switches.
You should have the electrician you choose do a proper inspection.
