I have not checked [the instructions] to be honest.

You might, or might not, get better advice from the manufacturer than from "random people on the internet".

In particular, the instructions will probably tell you that it should be connected to an isolating switch and be fused. Or similar.

Anyone got a copy of the original Part P approved doc not updated?

It says "Coming into effect 6 April 2006" but at top "The Building Regulations 2010" which seems a bit odd. However, he says "Location Surrey" seem to remember that's in England?

But in real terms, unless planning to sell the property, who will know? I remember looking at the paperwork on selling my mothers house, and there were so many bits, it was impossible to work out what each bit covered.

One of the most stopped stupid installations I fault found was where the installer put the controller outside the room, and was using the air temp to control the room - so that the element never turned off, ruined the new floor and cost a lot to run

The thermostat is incorporated into the heating element in all heating elements I have seen. Usually there is a dial or buttons to set the required temperature. It is an uncomfortable position as they are so low (like 300 off the ground).
