Electric towel rail temp control

Hi. This dummy needs some advice. I wish to fit an alectric only ladder towel rail and can get a good deal on one without a variable thermostat. I see that dimplex do an energy regulator DX 4123 for their rails. Can this be used any any 13 amp same wattage towel rail or are their any others on the market that can be used to control rail temperature?
