I have no problem with 'your saying' as far as supplementary bonding is concerned but, as you know, I have some reservations about it in relation to main bonding.

I am here to ask a question about re-wiring a house, if the bath is plastic does it still need earth bonding attached to it.

There is earth bonding on all the pipes connected to the boiler about 4/5, someone said to me that since it has bonding on those boiler pipes, then its no longer required to bond individual items separately.
Nothing to do with being bonded else where it's the fact you say re-wire which will mean all circuits RCD protected.

As to plastic not conducting that is not true. Wellington's are conductive as graphite is used in the plastic to stop static problems I have seen people who think they are save wearing wellies that is not true.

Yes, there are certainly conductive rubbers, and quite possibly also plastics. However, in the context of this thread, AFAIAA, I don't think that any plastic pipe used for domestic plumbing is conductive. If in doubt, one would have to measure, per EFLI's comments.
