Electrical ratings plate

I have just taken delivery of a small smoke generator via ebay.
I sourced it as carefully as I could trying to avoid something direct from China. Allegedly it was a UK product but on delivery I see that it has come, within 3 days! from China.
Although it has v prominent CE marking on examining it I find that it does not have an electrical ratings plate.
My query is, does a device if this type require such a plate? Trying to understand the legal requirements is a nightmare for the layman.
In addition, I have suspicions about the wattage, although claimed to be 900W I suspect that it is more likely to be 400W. I shall check that ASAP.

There should be an instruction leaflet included for the device.

If there are not I would be suspicious.
 
There is a flimsy A4 sheet which begins fine but then deteriorates into fractured meaningless Chinee.
There is not a single reference to power ratings of any description.
I await a response from customer service rep "Jessica" !?
No doubt it will be going back.
Normally, I would take it to Trading Standards but they do not appear to deal with anything tangibly assiciated with Trading Standards as I knew it. The last time I queried something which came from China and WAS dangerous they were not interested and suggested I send it to, I think Kent TS, "who deal with these matters".
