Electrically seized fans..whats going on there then?

Snipa look carfully to see if it's a ball race(bearing) or not. If it's a common size (many are) you can buy them even as a 1 off for a couple of pounds. Sometimes they're peened into position which makes it tricky.

If it's a sintered bearing then no problem oiling it. Something thin like WD40 does help clean them, then something like engne oil will soak in and last longer.

Either could be worn of course, though given that oven hood motors aren't really ON much it might well not be. Could cooking fat have condensed into the mechanism?!
