Electrolux oven fan problem

the elements are working but the fan does not move,can here the buzzing of the power in the background so assume its a fan packed up problem,any pointers,can they be replaced?

just had the motor out and the spindle is quite hard to turn,think it may of seized or be very close to it.is it supposed to be easy to turn or does the motor offer resistance?

No resistance. It should spin freely. Your one has had it. You'll have to shell out and get a new one I'm afraid.
