Hi there, when I press one of the buttons 1,2, or 3 for the fan, the lights illuminate and there is a slight straining buzz, and the fan doesn't run. Is this more likely to be the PCB or the motor. I hope either would be reasonably straightforward to replace?

Thanks very much in advance for any help.

You need to measure the input voltage to the motor with a multimeter, if it is there then the motor is faulty. If not then the pcb or asscociated wiring.
