errection of fence between two houses that share walkway

Hi
can anyone advise if a neighbour can errect a fence up the middle (boundary) of a shared walkway, thus ristricting acess to my property.

if this happens i will be left will a walkway of about 400mm and i dont think that is enough to allow emergency services to the rear of the property and would also prevent me being able to take a double buggy out the rear of my house.

I have searched the 'Party Wall Act' and cannot find anything that gives a minimum legal distance.

Currently the distance between the two houses is 800mm.

Please help

How the hell can you put a fence up in a 800mm gap giving 400mm or less eachside.
The average person is wider than 400mm.

The deeds of your house should say the walkway is communal and both properties have a common interest. It is not permissible to divide such a walkway in the way you describe.

I'm guessing the neighbour is trying to be an ass and prevent you taking a buggy down there( or threaten it) but this is not a course of action that is open to them.
