EU are slow to roll out Covid-19 vaccine.. why?

As of 21.58h today the EU have still to sort out the Covid-19 vaccine program.

Even the USA have stuck the needle into the arms of almost 700k people.

It is probably not wise to judge a vaccine roll out programme that will last most of next year based on the first few weeks.
