Expanding foam as cushioning for soil pipe

Is it acceptable to use expanding foam as the compressable material to seal the underground wall penetration of the soil pipe?

Is it also acceptable to use this foam instead of pea gravel, where the soil pipe passes through insulation layers? Obviously I wouldn't use foam where the pipe is buried in soil.

No. Foam sets too rigid and doesn't afford the pipe any movement. We mostly use cavity batts and duct tape, when wrapping pipes.
